The Town of Fowler began in 1816 and named for Theodosius Fowler (1753 -1841) a local landowner and a captain in the American Revolution.
Fowler is located in southwest St. Lawrence County and borders the towns of Rossie, Gouverneur, Hermon, Edwards, Pitcairn, and Antwerp.
